WHY ALL THE FOCUS ON UGANDA?

According to some sources Joseph Kony hasn't been in Uganda in about 5 years or more. The film that went viral generating over 70 million views is filled with info that's outdated, over 5 years over.

What is the motivation? Could it be to recent realization of massive natural resources in Congo bordering Uganda?
